    "content": " Thank you very much Hon. Temporary Deputy Speaker for giving me the opportunity to speak to these proposed amendments. These amendments which I support are timely. We remember that the principal Act which the proposed amendments intend to improve was enacted way back in 2011. It was a year after the promulgation of our new Constitution. After coming to force of the county governments in 2013, we realised that there were deficiencies in the original Act. Especially, you will realise that some of the county headquarters do not qualify to be municipalities, if we go by the qualifications of municipalities. Therefore, I support the amendment which automatically makes all the county headquarters, irrespective of the size or population, municipalities. The proposed amendments have added new categories of urban areas, especially the market centres."
