    "content": "I did dissent before the Departmental Committee on Justice and Legal Affairs. I therefore oppose this Bill. This Bill proposes that we move the election date from August to December as it was before. My opposition is based on the ground that there is no good reason in the memorandum that would justify our changing the election date from the current August to December. The process of setting the election date in Kenya was a very rigorous process during the constitution-making process. We would remember that there was a committee that was in charge of this process. The House will also remember that before the new Constitution, most of our general elections, except the snap elections, were conducted in December. A suggestion has been given that we should hold them in December since it is during school holidays. However, The electronic version of the Official Hansard Report is for information purposes only.
