Deputy Speaker for giving me an opportunity to contribute to this very important constitutional matter which also came in the last Parliament and had a lot of support back then because it was very important. One of the issues raised in the memorandum is the budgetary cycle. Initially, there were challenges, but I believe we are now able to make our budgets and get concurrence on dates for presentation within East Africa, Kenya being a Member of the East African Community (EAC). Secondly, on the matter of whether to interfere with school holidays in August or December, the date was fixed as 8th August or thereabout. If elections were to go smoothly, it means students would be back to school by September. Therefore, that particular reason does not get explained in this situation."
