    "content": "The second point is the history of the Budget. Members have talked about it. You realise that the 11th Parliament passed the Budget last year and at the same time, we held our elections. If we did not have another election after the main one at the presidential level, we would not have had any problems. Unless Hon. Wamalwa is telling us that during the next election we will still go through the same process again, I am not convinced that this is the time to change this clause."
