    "content": "Two, there are heavy rains in December mostly in Ukambani. This gives me the reason that we should not hold elections during that time. Schools prepare for exams. If you do not hold elections early, our candidates in schools will struggle to prepare for exams. I oppose this Bill. The Budget cycle was practical when it was held last year.
