    "content": "The Ministry of Interior and Coordination of National Government supported the identification of household residents in the scheme. A notice of intention to plan was issued in the newspaper of 8th April 2014 as per the law. Planners and surveyors from the national and county governments in Embu went to the ground and prepared a survey plan as per the agreement with the elders. Later, consents were drafted and parties in court were to withdraw all cases and consent orders were issued by the High Court of Kenya at Embu, ordering that the land be administered as per the plan and the agreed list of beneficiaries. The orders directed the NLC, Cabinet Secretary (CS) and Chief Land Registrar to administer the land as per the survey plan and list of the beneficiaries."
