    "content": " Thank you, Hon. Speaker, for the opportunity. From the outset, I am supporting this Bill. It is time we made amendments to the health sector because they are key. We need to harmonise them with the changes in the Constitution because most of the functions of the health sector have been devolved yet we have not prepared our laws to conform to the changes of the county functions. If you look at what is going on at the county level, the Members of Parliament have participated by way of constructing health centres. Counties have not taken them up. They argue that they have not been involved in the past and that they were not involved in the planning. We think that by harmonising the laws, that challenge will be mitigated. It will not be an issue as it is presently."
