One of our mandates as is to protect the interests of the county governments and devolution. I commend Sen. Cherargei for this Bill that is affecting very important people in this country. When we talk about prudent management of the national and county resources, we must have good laws in place. Mr. Deputy Speaker, Sir, on the issue of procedure, I am not a lawyer by profession.
