    "content": "On a point of order, Mr. Speaker, Sir. I have listened very carefully to Sen. Irungu Kang’ata. His Statement is not a personal statement. It is a general statement of matters of topical concern under Standing Order No.47(1). If it was his personal statement, then we would understand he is making a personal view. I am concerned about our Standing Orders, whether in allowing Sen. Kang’ata to issue a blanket condemnation to courts; we would not be interfering with Standing Order No.96. This is because any decision made by the court is not final. Any party who is aggrieved has the right to appeal. Can we use this Floor to condemn the Judiciary wholesome yet maybe he is referring to one judgment by one judge? On what basis did you allow this Statement to be read in such ambiguity, that it appears from the ‘upper’ House we are condemning the whole Judiciary? I am extremely concerned."
