"content": "Mr. Temporary Speaker, Sir, I know it is not good to come before you but I am a little bit confused when it comes to the issue of this Standing Order. I do not know whether it applies to limiting debate when debate has already started. Yesterday, this issue came up but it is good for us to be procedural. The Standing Order No.106(3) states as follows:- “A Motion under paragraph (2) shall not be made in the course of the debate to which it refers unless it is moved after the adjournment of such debate and before the debate is resumed.” Mr. Temporary Speaker, Sir, I know the decision is yours but it is important for us to be guided in terms of how we apply the Standing Orders.
