    "content": "My comment is that, unless it is stipulated - reference is not made in this Clause - we need to know what that security entails; what the value of that security is, so that ambiguity in terms of that security that is described in this Bill is cleared. Mr. Deputy Speaker, Sir, in Clause 12, for the establishment of committee members to the National Upstream Petroleum Advisory Committee, my recommendation would be to amend it so that instead of everybody, they should be nine of them out of which, only one person should be from the County. I recommend that we have three people nominated by the Council of Governors (CoG), because since the petroleum is in counties, the three can be accommodated in the decision making of that Board."
