    "content": "I was surprised today. My Governor said that as the years go by, the recurrent expenditure is eating into the development expenditure. He said that if things remain constant, by 2021, in Elgeyo-Marakwet, there will be no money for development. That is a challenge for us to continue pushing for more money to go to the counties.
