    "content": "I am glad that the Supplementary Budget never succeeded in the National Assembly so that some of us can have time because we did not even know that we can render our free legal advice. We do not charge anything but do it out of the good interest of the country. We do not even need to have a conversation about the Kshs9 billion because it is not possible. By the way, even if you wanted to add money to the counties through the Division of Revenue Bill, it is not possible. Either way it is not possible. The only money you can add to counties any time of the year is when you come up with conditional grants. You can wake up anytime of the year and prepare a conditional grant to go to counties to perform certain functions. This can happen sometimes because there is drought or calamity or any disaster. It is important to deal with emergency issues."
