    "content": "as a means of accelerating development and enhancing collective responsibility. A core creation of this Constitution is the Senate, whose main function is, inter-alia, to represent the counties; and serve to protect the interests of the counties and their governments. In recognition of the above and in an effort to institute steps towards its actualization, the Senate Business Committee (SBC) on 13th March, 2018, resolved that a Sitting of the Senate be held away from its traditional premises in Nairobi, in Uasin Gishu County in September, 2018, as an innovative way of enhancing interaction between the national and county levels of government. This inaugural Senate sitting constitutes one of the noble and innovative ways of enhancing interactions between the national and county governments, which are distinct and interdependent. In this manner, we bring the Senate closer to the people both symbolically and functionally. Specifically, these unique sittings are expected among other things to- (1) Hold public hearings on key legislative proposals; (2) Promote the work and role of the Senate; and to highlight existing opportunities for people to get involved to achieve greater public engagement; (3) Give an opportunity to the Members of County Assembly (MCAs) and staff to learn and borrow practices from the Senate; and, (4) Develop and strengthen partnerships at the county level by creating interest among the public regarding the Business of the Senate."
