    "content": "For this Senate, on a matter like this one, we can only resort to going to a committee. In this regard, let me address Sen. Wako, who was the Attorney-General and the Senior Counsel, my friend, Sen. Orengo. When the Constitution was being made, that was the right time to empower this House such that on matters like this, we can make decisions that are more or less paralegal. However, we are reduced to just maybe making decisions and one goes the long route. The Senator has said there is an old man here who has come all the way because of the pain that he has been going through. Justice has to do with the time it is delivered."
