    "content": "Mr. Speaker, Sir, I rise on a point of order pursuant to Standing Order No.229 (h). The Petition was very clear. In our rules, the petitioner must have prayers. Is the Senator for Kakamega, honestly, in order to hijack a very genuine Petition that is genuinely before this House to be addressed, to include other issues that are not represented in the prayers of the Petition? Those are new prayers he is putting forth while the prayers of the Petition are very specific."
