    "content": "In all that we were looking at, as a people of Kenya; as much as we wanted benefits for our people, we were in recognition of one thing that I must tell this House: One can stand here and say he is speaking on behalf of the people of Kenya on Turkana. However, this business is not a child‟s game but entails billions of shillings. We have seen the person extracting oil in Turkana coming to a stop. That is a sad thing because people will come here - and they are not that many in the world - to put their billions because they feel there is the environment they need. This Bill and the laws that we are putting in place will be expected to create that kind of atmosphere."
