Clause 10 (6) states- „(a) any person who without reasonable excuse, obstructs or hinders the Cabinet Secretary – I told you, all this is about the Cabinet Secretary – or authorised officer in the exercise of the Cabinet Secretary‟s powers under this section or, (b) knowingly or recklessly makes a statement or produces a document that is false or misleading, in a material particular to the Cabinet Secretary or authorised officers engaged in carrying out this duties and functions under this act, commits an offence and shall on conviction be liable to a fine not exceeding Kshs20 million or to imprisonment for a term not exceeding five years.‟"
