    "content": "Senators and take them through. We need the involvement of everybody. Everybody must understand it because it is useful. However, there are a few things that need to be debated before it is enacted. We must understand the consequence of the Bill. It is expected to set out a comprehensive framework for the exploration, development and production of petroleum. The current legal framework is not adequate; that is why it has been brought here, so when you look at it, let us have that in mind. We cannot throw away the Bill because it is impotant. I am surprised that Members of the Committee are standing here to oppose it."
