The norms, precedents and procedures of any House dictate that if a matter is before the House and it is on the Order Paper, the Chairperson moves it. In his absence, it is the Vice Chairperson and in their absence, any designated Member can do so. Mr. Deputy Speaker, Sir, we should distinguish between outrageous allegations against Members of the Committee and the Report of the Committee. When those outrageous allegations are processed through the relevant Committee and are brought here, we shall discuss that report and the conduct of the Members mentioned in it. However, as it is today - and I have gone through the Report as I was sitting there from “A” to “Z” - it does not have any single sentence on impropriety of anybody, other than those who are involved in the land."
