Most likely if the income of the consumer has not changed and we expect them to pay higher, it means that their disposable income or what he will be able to save will be less. That is the money that people are able to invest and produce. It will also impact on the industries‟ ability to hire more people because, if it is becoming expensive for them to run their industry, they are likely to lay off some of the staff. Once that happens, it will also impact on collection of Pay as You Earn (PAYE) tax because there are like 25 per cent of the people who work for the company paying less PAYE tax. Those are some of the issues that we need to address before we take such drastic action in terms of taxation of basic commodities."
