"content": "Madam Temporary Speaker, thank you very much for giving me the opportunity to weigh in on this matter. Let me also take this opportunity to thank Sen. Wetangula for persisting and making sure that this very important issue of national sustainability, durability and looming crisis is discussed. He is the lone voice that has continued to bring this matter to the attention of the nation. Madam Temporary Speaker, I am saddened because it seems we, as parliamentarians, have tremendously failed this country. Could it be that we do not understand our role in the budget-making process or is it that we have not had a chance to engage in the process? The number one driver of waste and bad fiscal decisions is decision-making and the decision makers. Even as we talk about the debt crisis and the looming micro- economic crisis that we will face, we need to think beyond just the figures. Our Treasury has thrown around so many figures. Ever since we started following the issue of the ballooning debt, so many figures have been thrown around. It is as if we do not know what our expenditure or budget for 2018/2019 is."
