"content": "Hon. Speaker, as I have mentioned the Serjeant-at-Arms will circulate the Schedule. It is being photocopied. I wish to point out a few items on the Report. It is important for the House to appreciate why it was necessary to have a Supplementary Budget in the second month of the financial year. It is good to let Members know that when we passed the Appropriations Bill in June this year, there were arrangements and agreements with our development partners. You know what happened in the recent past. We had committed to them. It is good to appreciate that this country is yet to get a balanced Budget, in terms of being able to finance all our expenditures with our taxes."
