Much as the Chair would want to give you leeway to interrogate it further because of the sensitive of the issue of roads in the country, you cannot ask a very specific question without having listed it on the Order Paper. Hon. Members need to ask these Questions themselves. That is their work. The Questions will appear on the Order Paper and the Minister will attend to those specific Questions that you want addressed. But when the hon. Member for Mumias asks a Question and you want to divert it to other Questions, you are not being fair to him, the Minister and the House."
