    "content": " Thank you, Hon. Speaker. I rise under Standing Order 227 and indeed in line with your direction. Under Standing Order 207(6), all chairpersons of committees are invited to the meetings of Budget and Appropriations Committee. The minutes we have show that most of them did appear. When the limited time of two hours is taken by most of the chairmen, does that not rob us of our opportunity to contribute on this matter? I urge that the chairpersons be taken to have contributed during the meeting of the Committee so that the remaining time can be spent by the rest of the Members."
