Osotsi raised on increased allocation to the health department, you know that the health sector is one of our pillars in the Big Four Agenda and that is why there is an increased allocation in health care up to a tune of about Kshs11 billion. Again, as Hon. Osotsi said, Konza City is one of the areas that we reduced their budget by Kshs400 million. That amount was for development towards the completion of Konza City. As I said, these are monies that, should revenues increase, we are bound to return. It is important to mention to Members that this is just but the first supplementary budget. We can do as many supplementary budgets as we want in the course of a financial year. However, it was imperative because of the shortfall in revenue to have a supplementary budget that will cut part of our budget expenditure and it is only reflective of the shortfall in revenues because of the issues that we will be addressing this afternoon on VAT Bill.
