    "content": "We are saying that Muslims, mostly of Somali origin, are less than two or three million. That is a joke. That is why the whole system that we are talking about needs to be reviewed; not only from the foreign affairs point of view, but also as a Government policy. There should be a Government policy of how we are going to act with our neighbours, especially in the north. Like it or not, Somalia is our neighbour. They are our brothers. Their fight will come into our territory and the only thing we can do is to make sure that we do not encourage them to fight within our territory, or for us to send mercenaries to fight their war. We can consult and reconcile them but we should not go and ignite more discontent and killing under the guise of resolving the Somalia problem."
