    "content": "Mr. Deputy Speaker, Sir, I want to stand up today and say that whether we like it or not, the pirates are doing that because they have no option. For the pirates in Somalia, that is an income for them. That is because there is no option. They can lose their lives; they are selling their lives. The Americans and EU countries have realized that when a person has no value for his own life and he is prepared to settle for a small amount of money, there is no answer. So, I think the Kenyan Government, like Mr. Duale has said, needs to sit down. They are our neighbours and brothers. We must not allow this country and this territory to be misused to go and create more dissatisfaction and fighting in Somalia."
