    "content": "Before I commit the Memorandum to the relevant committee for consideration and reporting to the House, I wish to inform the House that my office is in receipt of a letter from the Member for Mathare Constituency, Hon. Anthony Tom Oluoch, touching on the Memorandum. In his letter, Hon. Oluoch raises three matters, on which he seeks direction before consideration of the Memorandum.
