"content": "As I was saying, the problems that have been experienced in that part of the country are problems that have been with us for a very long time. Northern Kenya is one part of the country that has gone through a lot in the history of this country. We are all aware of the border problem that has been experienced in that part of our country. We have a problem of incursions by our neighbours every now and then. As a result of that, so much has been lost in terms of lives and property. As a result of that, development has been undermined in those areas and it is very evident that one of the problems that is facing North Eastern Province, not only Garissa or Dadaab for that matter, is under-development. That has been contributed by the Governmentâs laxity to concentrate in those areas as it should be. But it should not be lost to this House--- I want to laud the recent Governmentâs effort to establish the Ministry of State for Development of Northern Kenya and Other Arid Lands. I think that is one step by the Government to address the main problems that are facing that area. However, apart from that, the issue of security is of major concern in that area. It has been of major concern and, as I have already mentioned, it has really undermined development in that area. We have been having a lot of problems with Somalia, Ethiopia and other neighbouring countries. But more pronounced is the question of the Somalia territory. That country has been undergoing a crisis for many years and, whether we like it or not, we did not choose to be neighbours with Somalia. Nobody chose to be born in northern Kenya.
