    "content": "people to do things that are not right for this country. The Government should come out and concentrate efforts away from urban centres. If you look at the trend of development in this country, it tends to concentrate on already developed areas. When problems like what we are experiencing in northern Kenya occur, nobody seems to be interested in finding out the cause of some of the problems we are seeing. Mr. Deputy Speaker, Sir, the major cause of these problems is poverty. There is poor infrastructure in these areas. The Government is there, but are people facilitated to an extent that they can contain some of the problems we are facing now? I am aware of an airport that was supposed to be done in northern Kenyan, but up to now nothing has happened. So, we cannot run a country under fear. We cannot run away from our own troubles. Instead, we have to deliberately pump our resources, human and otherwise, into these areas. If we do that, I am sure we will address the kind of problems we are experiencing, including security and its associated problems. With those remarks, I beg to support and urge the House to adopt this Report."
