    "content": "Mr. Deputy Speaker, Sir, the issue of insecurity as mentioned by the Committee, needs to be looked into very clearly. The issue of poverty is a major concern in the province. Shortage of food is an issue and people still depend on famine relief year in, year out. This must come to a stop. We need to come up with the best policies of addressing the issue of food, which is a basic right in our current Constitution. Mr. Deputy Speaker, Sir, in this Report, we are being told that some of our youth are actually tempted to join the TFG because of the unfortunate situation. This issue will be addressed by the Government through the many policies that are contained in the new Constitutional dispensation. Mr. Deputy Speaker, Sir, the issue of poor infrastructure is a big concern. Since Independence, it is only the NARC Government that tried to actually vote in money to construct the Garissa-Modogashe Road. We want this road done all the way to Bulahawa. Mr. Deputy Speaker, Sir, that is the only way people of northern Kenya can benefit. The issue of refugees must also be addressed. The issue of influx of refugees must end. The people of Somalia must go back and rebuild their country. Therefore, I want to recommend that, as a country, we are trying our best to assist the Transitional Federal Government (TFG) to get some stability. As you know, Kenya is an island of peace in a sea of turbulence. If you do not take care and yet we all know that all our neighbours are fragile--- We must make sure that those countries are stable so as to sustain our economic stability and also grow as a country. We do not want what is happening in Somalia to continue. It is now over 20 years and the country of Somalia has had no serious government apart from the TFG Government which is trying to assist. Somalia as a country has many resources, including oil in Puntland and even in Jubaland. Therefore, we need to have a stable Somalia so that we can get fuel from there. We can also get fuel from our neighbours in Uganda, so that we can avoid getting fuel from Afghanistan and Iran, which are thousands and thousands of miles away. We need that country to be stable. Somebody asked me how Somalia looks like, especially in Mogadishu. A friend of mine once told me that if you want to know the situation in Mogadishu, you should just imagine how Nairobi would be without the police. It would be in chaos. Therefore, we must assist that country in attaining stability. We will implement the recommendations that have been given by the Committee. There are about 10 recommendations and the ones that have been suggested by hon. Members. Our position, as the Government, has clearly been articulated by the Minister of State for Provincial Administration and Internal Security. The Director of National Security Intelligence Service and the Provincial Security Committee (PSC) have also articulated their position. That is our position as the Government and we want to ensure that we work very closely with the Committee to ensure that all the recommendations concerning identity cards and refugees are implemented by the Government. With those few remarks, I beg to support."
