Before I do so, first with your permission, I join you in welcoming the staff from the county assemblies across the country. As has been our tradition, we have been providing the professional guidance to county assemblies. We have worked so well for the last six years. I am very proud of the fact that we have county assembly staff coming in here to visit for benchmarking. I believe - as I said yesterday when the other team came - that this is a great opportunity for us to build the institution of our counties. As I have insisted, the success of county assemblies depends on the kind of staff they have because the mobility and the changes that happen with the elected leaders is always very frequent. However, when it comes to the staff, they are the institutional memory of the county assemblies. Thank you, Madam Temporary Speaker. Madam Temporary Speaker, you may now allow me to raise my point of order."
