    "content": "Mr. Deputy Speaker, Sir, I would like to make it extremely clear. Maize farmers are not any privileged than other farmers in the country. When we say that the market is liberalized, the Government is usually the buyer of the last resort. Under normal circumstances, in the business of planting maize, you are the person who is charged with the responsibility to know where you will sell your produce. The Government, however, through the Strategic Grain Reserve (SGR), normally stocks maize for any eventuality. The Government is in the process of mopping up the maize which is available in the market at a price of Kshs1,500 per bag. Anything over and above that, it is the businessman, who is the farmer, who is supposed to know where to off-load the maize. The Government does not offer any guarantee whatsoever. The same case applies to coffee, tea and cotton. What the Government does is to subsidize the farmers when it comes to the inputs such as fertilizers and seeds. This should be very clear."
