    "content": "I am very happy that this Report is now being discussed in this House. This is the House that upholds our Constitution and sees to it that devolution comes to fruition. It also discusses issues to do with gender. In Kenya, for example, there is violation of the Constitution with regard to the two-thirds gender rule. We, as a country, have not achieved it. Yes, we have women Senators in this House, but we have not achieved the two-thirds gender rule as stipulated in our Constitution. This is one of the issues highlighted in this Report."
