    "content": "This is subject to Section 23(1) which requires that not more than 5 per cent of the total allocation to the Fund in the financial year may be used for the purpose of running the board. So, the total allocation to the constituencies is Kshs34,210,666,200. The emergency reservation stands at Kshs1,787,929,800. This is subject to Section 8(1), which provides that a portion of the Fund equivalent to 5 per cent, referred to as emergency reserve, shall remain unallocated and shall be available for emergencies."
