    "content": "Mr. Deputy Speaker, Sir, there are many ways of concern. First, I am not the appointing authority. It is the President in consultation with the Prime Minister. Secondly, as a Minister, if I have any name to propose or a name is proposed, it will actually be inordinate and improper for me to ask: Whose wife, sister or relative are you? We are looking at the qualifications of Kenyans. Certainly, everybody is related to somebody. Where there are relations, we should underpin, underline and emphasis the issue of competence. Are they able to discharge the responsibility bestowed upon them by the Republic of Kenya or not? If they are, that is the benchmark. Indeed, if I may refer you to an American case, when John Kennedy appointed his brother as the Attorney-General and an issue was raised, he said:- “Ask whether Bob is qualified to be an Attorney-General or not. If that is answered, then we can deal with the issue of his relationship with me later”. Bob served him as an Attorney-General and a brother until he was assassinated."
