    "content": " Thank you, Hon. Deputy Speaker. This trend of annulling regulations is very worrying. From the position of the Committee on Implementation, where I am the Vice-Chair, we realise that so many laws do not have the accompanying regulations. Any attempt to come up with regulations ends up with these kinds of challenges. Maybe we need to look for a proactive way of dealing with this matter so that when regulations come to us, they can be adopted by the House. One way is for the Committee on Delegated Legislation having capacity-building sessions with the lawyers in various ministries who draft these regulations so that by the time the regulations come to us, they meet the expectations of this House."
