"content": "The nullification of this regulation shows that there is lack of legal capacity in the ministries. I have information that some ministries do not even have legal departments. Some ministries have very junior legal officers who do not have any support. That is why we have these kinds of regulations. If they are making mistakes in regulations, what kind of mistakes are they making in legal agreements they are involved in, like agreements relating to tenders? The fact that we have regulations in ministries that are not based on the law means the Government is losing a lot of money. It is necessary for all ministries to have strong legal departments that are supported by the Attorney-General’s Office. What used to happen in the past is that they asked the Attorney-General if they could be supported. That is a worry. It is an indication which we cannot let pass."
