    "content": "Thank you, Hon. Deputy Speaker, for giving me this opportunity to contribute. I want to support the Committee on Delegated Legislation for annulling this regulation. What is more worrying is the fact that in the past one or two years, we approved a tax levied on all passengers who arrive at our border points. I am aware that levy has accumulated in excess of Kshs10 billion, which needs to be utilised through regulations. So, it is important for the line ministries to come up with regulations to utilise this money, which this House passed for use by the Ministry of Tourism and Wildlife to promote tourism, and by the Kenya Airports Authority (KAA) to improve the airports in this country. It is, therefore, very important for the line ministries to come up with proper regulations that can be implemented."
