We understand what you have done, but the way you have drafted your law will not do what you want to achieve. In sub- section 1, you very well say that Central Bank may prescribe. That is the way legislation is done, because it is “may”. They may choose to do it or they may also choose not to do it. But when you go to sub-section 2 and then you say that Central Bank shall prescribe those regulations within 30 days. “Shall” means that if they do that within 30 days, they must never do it at all.
