    "content": " Thank you, Hon. Temporary Deputy Speaker. I want to agree with what Hon. Members have said. However, I want to tell the Chair in charge of this committee that already, those regulations are in use. If you deposit Kshs1,000,000 today, you must explain where you got it from. You will find this written in some of the banks. It is not yet harmonised. When a practise is already going on, the work of Delegated Legislation Committee in which I am a member, is to summon those people here and tell them to bring it formally. That has not been provided in law and we are attempting to make it now. This is very important. What we need to do with the assistance of the lawyers here and the officers of Parliament is to draft it correctly and capture it correctly, bring it to a law so that we can regulate what is already happening and Kenyans are suffering from, and put it law because it not in law yet it is already in practice."
