    "content": " Thank you, Hon. Temporary Deputy Chairman, for giving me the opportunity to contribute to this amendment. It is founded on the grounds that the banks have suffered a lot in the past. We have a history of banks which have closed down and in the process people have lost a lot of money. We are all aware of what is going on with Imperial Bank and Chase Bank. Part of the reasons banks have gone under is because they were founded on a very weak foundation. As a banker, I am speaking with authority. The foundation of a bank is the capital base. If it is weak, it will collapse unless it is managed well."
