I asked the Counsel, an advocate of the High Court of Kenya, if she was aware of the Act that guides the Delegated Legislation Committee, which is the Statutory Instruments Act. The Counsel was not even aware of that Act and started searching for it on her phone in our presence. It is of deep concern at the quality of legal advice that ministries and Cabinet Secretaries are getting. We urge them that if they have any queries, they should come before the Committee and seek advice and consult with the Committee before we come to the stage of nullifying Regulations."
