    "content": "The second issue is the fact that a lot of Regulations have been nullified because they have not been subjected to public participation. We must understand that legislative authority is derived from the people of Kenya. Public participation is, indeed, anchored in Article 10 and it is also the role of Parliament to ensure and facilitate public participation. Public participation is so crucial because it has the element of civic education and it brings the Government and the three Arms of Government closer to the people. It makes the people understand what the real bread and butter issues are. We cannot just be politicised during times of campaigns, we need a people who are constantly aware of what is going on within the nation and especially with regards to the legislative process. Indeed, I am aware currently there is no a public participation law. I desire and I am sure that in the 12th Parliament, that legislation shall be passed."
