Can he tell us under what section of the Housing Act the Fund exists? The other thing he needs to tell us is this: If Hon. Duale is moving the amendment, he should convince us why there is need to put money for a fund that does not exist. Even Hon. Duale has spoken to it. The only thing he needs to do is persuade for it to make logical sense. As we speak, Hon. Duale has been categorical that there is no such fund. He said he will bring it through an amendment he will propose later on. So, is he in order to mislead us that such a fund exists?"
