    "content": "Those are workers who form the biggest chunk of the contributors of that fund. If anything, the fund so created has not been given money in a structured way. So, the workers of Kenya and, more so, the teachers, will not be willing to allow their money to be deducted and put in a fund where they are not represented, and they do not know what that money is going to be used for. The teachers of Kenya already have existing housing funds. This will be a duplication of the same process. The amendment has not been allowed by the teachers of Kenya."
