    "content": "THAT, clause 18 of the Bill be amended in paragraph (a)— (a) By deleting sub-paragraph (xi) and substituting therefor the following new subparagraph- (xi) by adding the following new paragraphs immediately after paragraph 100— 101. Goods imported or purchased locally for direct and exclusive use in the implementation of projects under a special operating framework arrangements with the government. 103.
