    "content": "In fact, I am told that they are holding a retreat towards the end of this week and early next week. The second key for unlocking the implementation of our Constitution was left in the hands of the institution otherwise known as the Commission for the Implementation of the Constitution and hence this very important Bill. Therefore, this is the second step that this honourable House will take this afternoon in saying “yes” to Kenyans. That is; you said “yes” to a new Constitution, we, as a Parliament, are also saying “yes” to its implementation. Therefore, I want to remind hon. Members of the famous saying of Confucius of China that a journey of a thousand miles starts, but with only one step. Therefore, for me, it is a privilege and honour to move this very important Bill. In doing so, allow me to quote from Queen Hasfut of Egypt. Queen Hasfut of Egypt was living in the period 1501 BC and 1482 BC. This is what she said and I would, therefore, encourage, not only the House, but also the country to borrow from her words; she said and I quote:-"
