    "content": " Thank you, Hon. Temporary Deputy Chairman. I rise to oppose that amendment by the Committee. As much as the scrap metal is controlled through another Act, its export is not necessarily illegal because it still continues. If you read the Budget speech clearly, the Cabinet Secretary (CS) sought to make it punitive for people to continue selling scrap metal by imposing a levy of 20 per cent. This levy is not only in Kenya but across East Africa. It is important that we know that we are protecting the vandalisation of copper wires and electricity wires by people who are exporting them. We need to protect that by imposing some levies."
